My life and career are defined by an unwavering commitment to service and a philosophy of turning limited resources into a force multiplier. Serving my home community of East Cleveland is the greatest honor of my life, and I entered public office to represent your message with integrity and respect.

For two years, I’ve had the privilege of serving as the Councilman for Ward 2, including time as Vice President and Councilman At-Large. In these roles, I focused relentlessly on ensuring our resources were managed honestly, efficiently, and strategically. I gained extensive experience chairing key committees—Finance, Contracts and Property, Health and Safety, and General Services and Administration. I also co-wrote essential legislation addressing community needs. I served transparently, upholding all Council and State obligations.

This approach to governance is shaped by 27 years of professional military service as a highly trained Logistics Professional, where efficiency and accountability were paramount. I retired as a Chief Warrant Officer Four, bringing expertise in logistics planning, personnel management, asset accountability, and technology. This included supervising logistical operations for as many as 100,000 personnel in combat environments and serving as the Senior Property Advisor for U.S. Forces in Afghanistan, helping manage approximately $19 billion in government funds and equipment. This standard of integrity and responsibility guides every decision for East Cleveland.

While the military trained me for global operations, my heart is right here. For over a decade, I have been a dedicated community volunteer, serving as President of the Windermere Renaissance Board. I coordinate multiple agencies, conduct home-improvement training, and organize community projects, including cleanups, food drives, and beautification efforts. This work involves collaboration with volunteers from institutions like John Carroll University, Case Western Reserve University, and Team Rubicon, alongside partnerships with McGregor, RTA, and State/County agencies.

As a certified Contract Officer Technical Representative and business owner, I am a creative, dependable leader driven by integrity. My goals are simple and purposeful: to support our youth, encourage family prosperity, mentor future leaders, and serve as a bridge between the community and growth organizations. I will continue to work to redevelop our city, inspire hope, and attract businesses. While I am honored by my military distinctions, my greatest honor remains serving and supporting the people of East Cleveland.

COUNCIL VICE PRESIDENT

and Ward 4 Councilor, Terrie Richardson

East Cleveland isn’t just a place I work—it’s my home. I have been a dedicated resident since 1968 and a proud product of the East Cleveland City Schools. My entire life has been committed to uplifting the community that raised me, and I was honored when the residents elected me to the East Cleveland City Council in November 2023. In this role, I continue to advocate tirelessly for integrity, accountability, and meaningful change for everyone who calls this city home.

My family is a core source of pride and motivation. I am the proud mother of three daughters who have built successful careers in healthcare, entrepreneurship, and law. Their success reflects the values I believe in deeply: perseverance, the importance of education, and commitment to service.

Professionally, I bring strong analytical skills and fiscal responsibility to my public role, developed over 17 years as an employee of the Cleveland Clinic. I currently work in the Clinic’s finance department, and during my time there, I’ve earned recognition for my professionalism—including being named Employee of the Month for my integrity, courage, and commitment to continuing education. I hold a social degree in business and attended Cleveland State University, always choosing to invest in my education to better serve both my workplace and my community.

I’m known for my loyalty, honesty, and compassion, and I have long been an advocate for individuals in need of support. I believe deeply in second chances and embody the philosophy that if you are knocked down, you can always get back up again. With integrity as my foundation and service as my mission, I remain committed to helping revitalize East Cleveland and ensuring every resident has a voice and the support they need to thrive.

COUNCILORS AT-LARGE

Lee Coleman

Lee Coleman, smiling and in a suit, with a tie, standing against a plain background.

My roots run deep right here in East Cleveland. I’m a proud native and a graduate of Shaw High School, and my family has called this community home since the sixties. This isn’t just where I work—it’s where my history is.

My professional background is diverse, blending corporate expertise with local community development. I studied at Central State University and the Devry Institute of Technology, which prepared me for a professional career focused on people and planning. I’ve enjoyed roles as a corporate Human Resource Manager, a Workforce Planner, and an HR Consultant. Notably, I served as the Workforce Planning Manager for the Empowerment Zone in Columbus, Ohio, where my focus was on strategic growth and creating opportunities. My experience also extends to real estate, where I’ve worked in sales, appraisals, and property development. Today, I’m honored to be a small business owner, actively serving East Cleveland and our surrounding communities.

In previous years, I’ve always made time to be active in my community through various service roles. I was involved with my church, and I served on grant review boards for important organizations like the United Way and the Columbus Foundation. I was also the Urban Chair for the Boy Scouts Explorer Division and have supported various faith-based organizations on boards and through employment-driven initiatives. These experiences have taught me the power of collaboration and targeted investment.

Now, my focus is entirely on East Cleveland’s future. I am eager to collaborate with my fellow council members to spark significant growth in our economy. My primary goals are to dramatically improve public safety, stamp out blight that holds our city back, and bring much-needed transparency and synergy to both the Council and the administrative branch. I believe that by working together, we can build the vibrant, safe, and prosperous East Cleveland we all deserve.

WARD COUNCILOR

Ward 3
Elmore Hall

Elmore Hall, smiling and wearing glasses and a red polo shirt, posing outdoors

In 2021, I moved to East Cleveland to continue my commitment to public service. I chose East Cleveland because I have always recognized the intrinsic beauty of its neighborhoods, its parks, and, most importantly, its strong sense of community. I am honored to serve as Councilman for Ward 3.

My work is grounded in a strong background in urban planning and public policy. I hold an Associate’s Degree in Political Science from Cuyahoga Community College, a Bachelor’s Degree in Urban Studies and Public Management from Cleveland State University, and a Master’s Degree in the Study of Law from Cleveland-Marshall College of Law at Cleveland State University. I am committed to using this education and experience to help restore East Cleveland as a thriving suburb with a strong and sustainable future.

My experience as Union Director for Cuyahoga County, where I successfully led collective bargaining efforts for five years, has prepared me to advocate effectively for residents and workers alike. I am focused on improving the day-to-day experience of East Cleveland residents by directing resources to critical needs such as road repairs, sewer upgrades, and overall infrastructure improvements.

I am actively working to reactivate neighborhood groups throughout East Cleveland. Neighborhood groups help rebuild our city from the inside out by encouraging inclusion, civic engagement, and resident participation.

I am advocating for an increased police presence, particularly in high-crime areas, so residents feel safe in their homes and communities. I am also committed to supporting homeowners by developing on-site resources for home repairs and maintenance, implementing home etiquette programs, and creating pathways for new and prospective homeowners. Finally, I am working to ensure that East Cleveland is positioned as a central, welcoming location for local industries and small businesses to start, grow, and remain.
